What is the purpose of these studies?

The purpose of the projects are to provide improvements to Highway 7 and Belmont 6th Line and Highway 7 and Belmont 2nd Line and Sama Park Road, by constructing two (2) proposed left turn lanes. Updating intersections on frequently travelled highways, such as Highway 7, will increase safety for all commuters.

How will the public be involved?

Under the MTO Class EA, Group “B” undertaking, the Project Team will engage with the public by providing a Notice of Study Commencement to provide an initial opportunity for comment. The Project Team will hold an online Public Information Centre (PIC), where information will be available on the project website for the public to access. The online PIC will provide an opportunity for additional public engagement. Finally, documentation for the projects will be posted on the website (Reports and Documentation) and can be reviewed by the public at any time.

How will the public be notified and updated of project milestones?

The public will have access to information regarding the Project on the website. Information such as important dates and milestones will be posted in a timely manner according to the project schedule.  The environmental report for a Group “B” undertaking is a Design and Construction Report (DCR). The DCR for each project will be available for review on the website for a 30 day period, and will be posted for up to twelve (12) months following the 30 day public review period.

What does Detail Design mean? 

In June 2002, the Ministry of Transportation initiated a Preliminary Design Study and Environmental Assessment for roadway improvements to Highway 7 from the east limit of Havelock to 2.0 km west of the west limit of Marmora, a total distance of approximately 13.6 km. The purpose of the study was to complete planning and preliminary design activities to address existing and future highway capacity requirements, traffic safety concerns and overall geometric and operational improvements to provide an improved transportation facility between Havelock and Marmora (Ministry of Transportation, 2010).

Detail Design is the refinement and development of the work completed in the Preliminary Design stage, as described above.  The purpose of the Detail Design stage for Group “B” undertakings is to develop a transportation plan at a Design and implementation level of detail and to develop drawings and documents for construction. 

The Detail Design stage is considered to be the most technically, environmentally and economically suitable to achieve the project objectives.  Detail Design for Group “B” projects may involve the following separate phases: 

  • Generate and assess Detail Design alternatives 

  • Evaluate and select the preferred Detail Design alternative

  • Develop the preferred Detail Design alternative 

  • Identification of impacts and development of mitigation measures

Do I have a say in the design of the intersections?

The assessment of design alternatives is completed with input from the public, and other stakeholders.  Public notices and dates for the online PIC and project updates will be added to the project website.  The Project Updates and Consultation/Upcoming Events pages of the project website are resources to provide information regarding the projects throughout the Class EA process.
